Understanding commuters' perceived accessibility and travel intentions under rainstorm warnings in Shanghai, China

摘要

This study investigates how commuters form accessibility perceptions and adapt travel under rainstorm warnings. An integrated Protective Action Decision Model links warning credibility, perceived risk, self-efficacy, and perceived accessibility to travel intentions, mode shifts, and departure-time choices. Analysis of 1,563 Shanghai respondents reveals systematic differences across socio-economic groups and commuting modes, highlighting the need for accessible warning services and equitable emergency transport planning.
