An integrated Protective Action Decision Model links warning credibility, perceived risk, self-efficacy, and perceived accessibility to travel intentions, mode shifts, and departure-time choices. Analysis of 1,563 Shanghai respondents reveals systematic differences across socio-economic groups and commuting modes, highlighting the need for accessible warning services and equitable emergency transport planning.
